Building Energy Efficiency Programme (BEEP)

1. Overview of the Programme – What is the programme about?

The Building Energy Efficiency Programme (BEEP) is a flagship initiative of Energy Efficiency Services Limited (EESL) under the Ministry of Power, Government of India.
Launched in 2017, BEEP aims to reduce energy consumption and operational costs in public and commercial buildings through energy-efficient retrofitting.
This includes upgrading lighting, air-conditioning, ceiling fans, and implementing smart energy management systems.

2. Geographical Coverage – Where is the programme being implemented?

BEEP is implemented PAN-India, covering:

  • Central government buildings (e.g. Nirman Bhawan, NITI Aayog, CGO Complex)
  • State government buildings
  • Public sector institutions (e.g. railways, airports)
  • Municipal and urban local body offices
  • Private commercial buildings (on a voluntary/contractual basis)

4. Available Models

BEEP is offered under the following business models:

A. ESCO Model (Energy Service Company – Performance-Based Contract)

In the ESCO model, EESL makes the full upfront investment in implementing energy efficiency measures.
The building owner repays EESL through the savings accrued on electricity bills over an agreed period.

  • No upfront cost for the client
  • EESL assumes investment and performance risk
  • Payments are made from verified energy savings
  • Includes supply, installation, and maintenance

B. PMC Model (Project Management Consultancy)

Under this model, the client funds the project while EESL acts as a technical consultant and project manager.
EESL provides end-to-end support, including design, procurement, implementation, and quality assurance.

  • Client retains full ownership and control
  • EESL is paid a fixed consultancy fee
  • Suitable for projects requiring expert technical guidance

C. Marketing Model

In this model, EESL supplies certified energy-efficient products such as LED lights, ceiling fans, and super-efficient ACs.
The client is responsible for installation and operations.

  • EESL provides only equipment supply
  • Installation, commissioning, and maintenance are handled by the client
  • Allows flexibility and fast deployment

D. Upfront Model (Turnkey/Capex Model)

In the Upfront model, the client pays EESL in advance—either fully or in agreed milestones—for executing the complete project.
EESL delivers the project on a turnkey basis, including design, procurement, installation, and commissioning.

  • One-time capital payment by the client
  • EESL manages the entire execution process
  • Suitable for fast-tracked projects with defined budgets
